He is President, Expert Clinical Systems Inc., developer of The Digital Clinician ®, a web-based Clinical Decision Support System for first clinical encounters at all points of entry.  These include Triage in high patient volume ERs, as well as primary, prehospital and urgent care settings, whether triaging of Mass Casualty Incidents (MCIs) or the workup of individual patients. He has worked on Telepsychiatry services to underserved populations nationwide: affiliations have included McGill University Telenursing and Madigan Army Medical Center.

Dr Liebert presented, "First Encounter: Clinical Assessment in the New Millennium", at American Psychiatric Association Institute Conference in Los Angeles (1998) - reformulated as "Triage, Pre and Post 9/11" at Contra Costa County (California) Medical Center Grand Rounds in 2003.
