                                                                        John A. Liebert, MD CM

Psychiatrist with office at "The Citadel" in North Scottsdale, Arizona

Licensed in Arizona and a "Recognized Provider" for most
commercial insurance companies.

Dr Liebert is a psychiatrist specializing in the diagnosis and treatment of complex neuropsychiatric problems with combined psychopharmacology and psychotherapy.

He is also a medical author and President, Expert Clinical Systems Inc., under which he developed The Digital Clinician ®, a web-based Clinical Decision Support System for first clinical encounters at all points of entry.  These include Triage in high patient volume ERs, as well as primary, prehospital and urgent care settings, whether triaging of Mass Casualty Incidents (MCIs) or the workup of individual patients. He has worked on Telepsychiatry services to underserved populations nationwide: affiliations have included McGill University Telenursing and Madigan Army Medical Center.

Dr Liebert presented, "First Encounter: Clinical Assessment in the New Millennium", at American Psychiatric Association Institute Conference in Los Angeles (1998) - reformulated as "Triage, Pre and Post 9/11" at Contra Costa County (California) Medical Center Grand Rounds in 2003.

"Triage is the hub for all clinical pathways, primarily learned today through practice experience. Chronic Anchoring of patients with initially invalid diagnoses from this triage hub causes:

  • Bad Medicine
  • Malpractice Suits
  • Excessive Healthcare Costs
  • Conflict with Insurers
  • Loss of Provider Income
  • Failure of Fitness for Duty and Claims Administration in Military and VA health care
Best practices of "time-determined and epidemiologically-informed" clinical decision-making require enhanced point-of-entry diagnostic validity, due to both the increasingly accelerating patient flows of pre-9/11 rationing and new contingencies of post-9/11 Disaster Medicine."
